The Glendale City Council will meet Tuesday, October 6, with several ordinances affecting activity in public spaces scheduled for final adoption, along with decisions involving senior meal services, the Glendale Sports Complex and other city business.
The regular City Council meeting begins at 6 p.m. at Glendale City Hall.
Three Ordinances Return for Adoption
Three ordinances previously introduced by the City Council return Tuesday for an adoption vote.
Item 9A — Personal Delivery Devices
The Council will consider adopting an ordinance establishing rules for the deployment and operation of personal delivery devices, sometimes referred to as delivery robots, on Glendale’s public rights-of-way.
Under the ordinance, personal delivery devices would be prohibited from operating on public rights-of-way unless they are operating pursuant to an agreement with the City.
The ordinance was introduced at the September 22 Council meeting at the request of Councilmember Ardy Kassakhian Asatryan.
Item 9B — Scavenging from Trash and Recycling Containers
The Council will vote on an ordinance prohibiting scavenging from containers used for the storage and collection of refuse or recyclable materials.
The ordinance would amend Glendale Municipal Code Section 8.44.050 and add a new Section 8.44.065 dealing with refuse, yard trimmings and recyclable-material collection and disposal.
The ordinance was introduced at the September 29 meeting by Councilmember Ara Gharpetian.
Item 9C — Interference with Permitted Commercial Special Events
A third ordinance scheduled for adoption concerns permitted commercial special events.
The proposed ordinance would prohibit joining or participating in a commercial special event in violation of permit conditions or without the consent and over the objection of the permit holder. It would also prohibit otherwise interfering with a permitted commercial special event.
The ordinance would add Section 5.88.050 to the Glendale Municipal Code and was introduced by Councilmember Ara Gharpetian on September 29.
Item 10A — Senior Meal Program
The Council will consider extending the City’s contract with TRIO Community Meals for Glendale’s Elderly Nutrition Program for another two years, through November 30, 2028.
The proposal would also increase meal rates by 6% beginning December 1, 2026, followed by an additional 3% increase beginning December 1, 2027.
The Council is being asked to waive competitive bidding and authorize the City Manager or a designee to execute the extension.
Item 10B — Fire Department Medical Equipment
The Glendale Fire Department is asking the Council to establish Teleflex Medical Supply Corporation as the City’s standard vendor for intra-osseous medical equipment and supplies.
The proposed resolution would waive competitive bidding and authorize the City’s purchasing division to procure the equipment and supplies from Teleflex.
Consent Calendar
Several items are scheduled on Tuesday’s consent calendar. Consent items are considered routine and can be approved together in a single vote unless a councilmember or member of the public requests that an item be considered separately.
Among the items:
Item 5B — Glendale Sports Complex Field 3
The Council will consider approving plans and specifications for an artificial turf project at Field 3 of the Glendale Sports Complex and authorizing the City Clerk to advertise the project for bids.
Item 5C — Waste and Recycling Public Outreach
The Council will consider authorizing a three-year professional services agreement with ReCREATE Waste Collaborative LLC for public outreach related to regulatory compliance for the City’s Integrated Waste Management operations.
The agreement would have a maximum value of $337,090.
Lobbyist Regulations Could Return to Council
Before the regular meeting, the Council is also scheduled to discuss a future agenda request from Councilmember Asatryan concerning possible revisions to Glendale’s lobbyist regulations, including the City’s definition of a lobbyist.
This is a request to consider placing the subject on a future Council agenda rather than adoption of new lobbyist regulations Tuesday.

The regular meeting begins at 6 p.m. Tuesday, October 6, in the City Council Chambers at 613 E. Broadway, second floor.
Residents can also watch the meeting on Glendale TV or through the City’s online livestream and YouTube channel. The City also provides Zoom and telephone participation for public comment.
Written public comments must identify the agenda item involved and be submitted to the City Clerk by 12 noon on the day of the meeting to be distributed in time for the meeting.
