Scott Mellon Appointed as General Manager of Glendale Water and Power

Scott joined GWP in September 2022 as the Assistant General Manager of GWP’s Power Management section. In this role, he oversaw utility-scale energy projects, managed renewable energy contract negotiations, and led efforts to support grid stability through advanced technologies. Prior to his tenure in Glendale, he spent over 20 years at Burbank Water and Power, where he served as Principal Electrical Engineer and Project Manager, most recently leading the implementation of an Advanced Distribution Management System.

Shijie “Jack” Liang Appointed Finance Director for City of Glendale

Jack Liang is a seasoned public finance leader with nearly 20 years of experience in local government, most recently served as Chief Business Operations Officer at Clean Water Services in Oregon, one of the state’s largest public utilities. In that role, he served as a key advisor to the CEO, leading long-term financial planning, capital investment strategy, and business development. He also previously held the role of Chief Financial Officer for Washington County, Oregon, where he oversaw a $1.5 billion budget and a $1 billion investment portfolio.

Jack holds an MBA from the University of Washington and is both a Certified Public Accountant (CPA) and a Chartered Global Management Accountant (CGMA). He is an active member of the Government Finance Officers Association (GFOA) and the American Institute of Certified Public Accountants (AICPA).

Chief Jeff Brooks Appointed to Glendale Fire Chief

Jeff Brooks has over two decades of distinguished service with the Glendale Fire Department. Has served as the Acting Fire Chief since March 1, 2025, leading all divisions of the department, and ensuring operational continuity and organizational accountability. His promotion to Fire Chief follows a rigorous internal process and reflects the city’s confidence in his leadership and strategic direction.

Throughout his 20-year career with the Glendale Fire Department, Brooks has held several key positions, including Deputy Fire Chief, Battalion Chief, Training Captain, and Fire Captain Paramedic. He has also served on a Federal Type 1 Incident Management Team and has been instrumental in enhancing department preparedness, safety, and emergency response strategies.

Chief Brooks holds a Bachelor of Science in Fire Administration and is currently pursuing a Master of Science in Fire Executive Leadership and Emergency Services. He is also a dedicated community member, actively serving on the Glendale Continuum of Care Board, the Character and Ethics Project, the Board of the Glendale Federal Credit Union, and Glendale Kiwanis.
