The Glendale City Council will hold a special public meeting to consider the following items:

  1. 2026 Legislative Platform
    • Receive and file a report on legislative affairs.
    • Consider adopting the City’s 2026 Legislative Platform.
  2. Ice Bear Thermal Energy Storage Units (Glendale Water & Power)
    • Authorize transfer of City-owned Ice Energy “Ice Bear” units located at private commercial properties.
    • Approve a $4,500 electric utility bill credit per unit for their removal.
  3. Verdugo Jobs Center Lease Extension
    • Introduce an ordinance to extend the lease for the Verdugo Jobs Center facility at 1255 S. Central Ave. for 18 months (April 1, 2026 – September 30, 2027).
  4. Equipment Rental Agreements (Glendale Water & Power)
    • Approve agreements with three vendors for on-call equipment rental services.
    • Initial three-year term with a total not-to-exceed amount of $1.8 million, plus optional one-year extensions.
    • Includes a resolution to dispense with competitive bidding and a resolution of appropriation.

a. Executive Benefits & Compensation (Human Resources)

  • Consider a resolution revising executive benefits and compensation to ensure compliance with CalPERS requirements.
  • Resolution provides supplementary benefits and compensation for certain officers and executive employees.

b. Central Park Block Project (Public Works)

  • Authorize a construction contract with ARC Construction, Inc. for $12,680,138, plus a 15% reserve ($1,902,021).
  • Approve a Professional Services Agreement with Maestro Development, LLC for construction management services up to $750,000.
  • Adopt a resolution of appropriation to fund the project.

c. Scholl Canyon Landfill Update (Public Works)

  • Request an adjustment to refuse disposal rates based on a 10% inside-wasteshed discount scenario, subject to coordination with the County Sanitation District and Los Angeles County.
  • Request resubmittal of revised post-closure cost estimates to CalRecycle and oversight authorities.
  • Approve a $30,000 contract amendment with SCS Engineers for post-closure maintenance updates, regulatory support, and site planning.

d. SB 79 – Abundant and Affordable Homes Near Transit Act (Community Development)

  • Receive a status report and provide direction on implementation options related to SB 79.
  • Amend De Novo Planning Group’s professional services agreement to conduct parcel-level analysis and update the Draft Environmental Impact Report for the General Plan (Land Use, Mobility, and Environmental Justice Elements), extending the timeline by nine months.
